sales sufficient to justify the financing of the necessary initial expenditure from loan funds, if other funds are

not available. I am personally entirely satisfied that

the advantage to be gained from the improved layout of

the Central district of Hong Kong, which the scheme would

facilitate, and other accruing indirect advantages would

more than counterbalance any cash loss which might be

shown on the scheme. Indeed I am convinced that the Colony

on the whole has everything to gain and nothing to lose by

carrying these proposals into effect without delay.
